The Old Catholic Church affirms that Scripture is inspired by the Holy Spirit and authoritative for doctrine and practice. However, it does not require belief in plenary verbal inerrancy. Scripture is the Word of God and is fully reliable in spiritual and salvific matters, yet may contain minor historical or chronological discrepancies that do not undermine its authority or truthfulness in matters of faith.

The church recognizes that Scripture is written by human authors in human language, accommodated to their culture and understanding. The canonical books reflect the church's recognition of apostolic authorship and the working of the Spirit, yet the human element is not erased. Critical and scholarly approaches to Scripture are permitted, provided they respect Scripture's inspiration and authority. The church teaches that Scripture must be interpreted within the living tradition of the church, not isolated from it.

Tradition—the ongoing life and teaching of the church guided by the Spirit—is a partner with Scripture in determining doctrine. Scripture is primary and normative; tradition interprets, applies, and develops doctrine under the Spirit's guidance. This allows for theological development and cultural application while maintaining the foundation in apostolic witness. The church rejects both extreme biblical fundamentalism and higher critical skepticism that denies Scripture's inspiration.
